Human Rights Day 2025: Harm Reduction is a Human Right
Today, on Human Rights Day, we stand in solidarity with our partners at the Network of Asian People who Use Drugs (NAPUD) and their national networks in Bangladesh, India, Indonesia, Nepal, the Philippines, Thailand, and Vietnam.
Their new joint statement – “Harm Reduction is a Human Right – Our Everyday Essentials” – is a powerful reminder that access to harm reduction, healthcare, and dignity is not optional, but a fundamental right for people who use drugs across our region.
As the Southeast Asia Harm Reduction Association (AHRA), we echo this call to:
- Respect the rights and voices of people who use drugs
- End punitive responses and ensure access to evidence-based services
- Invest in community-led harm reduction as an essential part of public health

We encourage our members, allies, and policymakers in Southeast Asia to share this message and act on it – harm reduction is a human right, every day.
